Charles was the son of Daniel (born 1856), the son of Michael Bower (born 1820 in Pennsylvania) and Mary Stryker (born 1821 in Pennsylvania). He was a brother of Rachel Ann Bower and Michael "James" Bower, mentioned elsewhere in the ancestral wall section.
