After January 1, 1991, original birth certificates are no longer available on demand to adult adoptees.

Instead, "mature" adoptees age 19 or older may receive identifying information about their birth parents only if there is a consent to release such information in the adoptee's file.

If no consent is present in the file, the adoptee may petition the Court for the appointment of an intermediary to contact the birth parents to determine whether or not they object to the release of identifying information. If they (1) object, (2) are deceased, or (3) cannot be found, the Court, after weighing the interests and rights of the parties, will determine whether such information should be released.

The Court also has the option of restricting use of identifying information, and prohibiting contact between the parties.
