UPDATE: Effective October 1, 1995: (HB846)  
* Adoption agencies (state and private) required to provide medical and non-identifying information to adoptees and birth parents upon request.  
* Adoptees and birthparents do not need to demonstrate a need for medical or non-identifying information.  
* non-identifying information defined as anything that does not reveal the location or identity of an individual.  
* 3 provisions for situations in which the placing agency no longer has the records or fails to provide the information.  
* Most adoptions prior to July 1, 1947 are open. Contact the MD State Archives 800-234-4045.
