Texas has a mutual consent registry provision.

Registries are established within the Department of Human Resources and licensed agencies to facilitate contact between adult adoptees (21 years), birth parents, and biological siblings. In the case of partial "matches" (one birth parent but not the other) information will nonetheless be released under specified circumstances indicating that the birth father was adjudicated "unknown," was not identified, or has not legitimated the adoptee.

There is a one-hour mandatory counseling provision.

Confidential intermediary system beginning September 1, 1995  
* Age for TX Registry lowered from 21 to 18.  
* Texas Central Adoption Registry will take direct applications. If your agency has a registry you can still register with them also.  
* Siblings allowed to register with agency registries.  
* The mandatory counseling session has been moved from prior to entering the registry to just before contact is initiated.  
* Birth parents now have 48 hours post-partum recovery period before they can be asked to sign adoption papers.

Send your mailing address, telephone number, date of birth of the applicant, and enough information to track down the appropriate agency/registry that handled the adoption to: <patric.molina.y.vedia@indus.dhs.state.tx.us>. Allow 4 weeks for the form to be sent.
