In Washington, access to confidential adoption records is available by court order only. The department or agency may disclose non-identifying information necessary for medical purposes upon the receipt of a verified written request for the information from the adoptive parents, the adoptee or the natural parents. 

 West's Rev. Code, Washington Ann., Domestic Relations 26.33.330. 

UPDATE:  
* Law explicitly defines non-id; encourages but does not requre agencies to give all non-id defined by law  
* Allows one to appeal in court and puts burden of proving why something defined as non-id should not be released on the withholder.

Services include:
For individuals:
Individual and group psychotherapy. Free initial consultation for individual psychotherapy. Call to sign up for group notification. Pre-contact counseling, reunion standby support and crisis intervention. Personal search assessment and planning, free search and CI referral. On-site PC/Internet access for clients.
For Mental Health Professionals:
Consultation, on-site training and education, free lending library.
For Adoption Reform Organizations:
Free facility usage for meetings, as available.
